Toraighyrov University has become a platform for discussing the Social Code of the Republic of Kazakhstan, which is promised to be adopted in the first half of 2023.

 Vice Minister of Labor and Social Protection Olzhas Ordabayev, Head of the Department for the Coordination of Employment and Social Programs of the Pavlodar Region Almira Disyupova, people with special needs, parents of special children and public figures representing their interests took part in the dialogue on the basis of the university.  Opening the meeting, Olzhas Ordabayev outlined the main amendments of the Social Code, which is proposed to be adopted in Kazakhstan.  They provide for the modernization of the system of special social services, the introduction of their proactive format and the launch of a digital family card.

 

- After the integration of almost all databases, we will be able to form a comprehensive portrait of each resident of Kazakhstan.  We will know what measures of support from the state he should have, and we will not wait for him to come for them, but we ourselves will offer them in a proactive format, - said the Vice Minister of Labor and Social Protection.

 Public activists, who have been defending the interests of people with special needs for many years, had a lot of questions and suggestions.  For example, the head of the "Sostradaniye" Association, Elena Yurchenko, clarified whether close relatives of people with disabilities can count on the rate of an individual assistant if they are pensioners or individual entrepreneurs.  As it turned out, there are no prohibitions in this part.

 Also, representatives of state bodies were asked to increase the rates of an individual assistant.  According to people with special needs, its work is much more difficult than work of social workers who are involved two hours a day, but at the same time receive a good salary, have vacations and days off.

 In addition, at the meeting they raised the issue of lowering the retirement age for parents of children with autism.  Similar measures are in place in other countries, and therefore this possibility was asked to be considered in Kazakhstan.  All requests and proposals were promised to be included in the minutes and transferred to the Ministry of Labor and Social Protection.
